Borough Hall was built a regular station for express IRT subway trains when the line was extended from Bowling Green into Brooklyn in 1908. It eventually expanded into an express station when a regular station for local Eastern Parkway Line (and Seventh Avenue Line express) trains opened 11 years later in mid-1919, and into a transfer station to BMT trains a year later in 1920.
The station has seen some entrances closed off due to security concerns. An entrance to Borough Hall itself was closed long ago, and likely demolished. Another entrance was located in the transfer passage between the local IRT platforms and BMT platforms, and led to the lobby of a building on the northwestern corner of Cadman Plaza West and Montague Street. It was located next to a bank kiosk and may have closed in the 1970s as the kiosk had tiling found in stations renovated in the Another was located off an existing entrance on the southwestern corner of Court Street and Joralemon Street, and led to the express IRT platforms. One other entrance led to a basement level of the Municipal Building, and was closed on February 13, 1996.
